New-York based travel magazine, Travel + Leisure, has revealed the 25 Best Cities in the World for 2023 according to travellers. The list has been compiled based on the “World’s Best Awards” survey, in which T+L readers shared their opinions on the world’s top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more.
Readers were asked to rate cities—either excellent, above average, average, below average, or poor—based on a number of criteria, including sights/landmarks, culture, food, friendliness, shopping, and value.
Mexico emerged as the most favoured country in the world, with five cities earning a place in the index. Meanwhile, Oaxaca in southern Mexico held onto the top spot for a second year.
Japan had three winners (Kyoto, Tokyo, and Osaka) while Thailand, Italy, and Portugal each had two.
With eleven cities in the rankings and three in the top five, Asia dominated this year’s list of most popular cities. This indicates that travellers are returning to Asia now that Covid-19 travel restrictions are finally behind us. (Japan recorded over 10 million visitors in the first half of 2023, up from 500,000 visitors last year when its borders remained closed to foreign visitors.)

1. Oaxaca, Mexico
With an impressive score of 93.53, Oaxaca has maintained the top position for a second consecutive year. Considered one of the most culturally rich places in Mexico, it is no wonder this captivating city holds a place in people’s hearts. Oaxaca is famous for its ancient pre-Hispanic ruins, lively arts and entertainment scene, and colourful expression of indigenous culture. 2. Udaipur, India
Last year the city of Udaipur fell from 2nd to 10th place, but now it is back as a strong contender. The opening of Raffles Udaipur has shone a spotlight on Udaipur this past year, helping the city to reclaim a top position in the rankings. A destination for the “well-travelled”, you’ll find India’s first Raffles hotel on a 21-acre private island overlooking the mesmerising Udai Sagar Lake.

3. Kyoto, Japan
Situated on the island of Honshu, Kyoto is renowned for its incredible sights and cultural landmarks which draw visitors from across the globe. Once the capital city, Kyoto is reminiscent of “old Japan” and offers a glimpse into the country’s magnificent past. Major draws include beautiful Buddhist temples, imperial palaces, and a unique dining scene.
4. Ubud, Indonesia
This year Ubud has made yet another appearance in the top five best cities in the world with an overall score of 91.73. Surrounded by rainforest and rice paddies, Ubud is a window to the authentic and beautiful landscapes of Bali. Visitors come from far and wide to experience its lush scenery, ancient temples, and unique arts and crafts stemming from Balinese artisanal traditions.
5. San Miguel de Allende, Mexico
San Miguel de Allende topped the index in 2021 and was also last year’s runner-up. In this high desert city brimming with colonial architecture, you’ll feel like you’re walking the streets of Spain. Described a “time capsule” by National Geographic, its historic centre has been listed as a UNESCO World Heritage Site. Keep an eye out for La ParoquÍa de San Miguel Arcángel, a fairytale-like church crafted from pink stone.
6. Mexico City, Mexico
The third Mexican city to make the top ten owes its position to its flourishing hospitality scene. From celebrated hotels to indulgent taco tours, Mexico’s capital is brimming with exciting experiences. Make sure you note the opening of the Soho House Mexico City; launching this autumn, the new venue stands as a testament to the city’s vibrant creative scene and will no doubt draw even more visitors to the capital.
7. Tokyo, Japan
Japan’s bustling capital is one of the most visited cities in the world—and for good reason. It pairs vibrant entertainment, culture and art with a cityscape that will blow you away. Spring draws a global crowd in search of cherry blossoms, while winter is the ideal time to spot Mount Fuji on the horizon. Whatever time of the year you visit, we can bet that Tokyo will steal your heart.
8. Istanbul, Turkey
Istanbul came in at No.8, making it the Best City in Europe for 2023. Turkey’s eclectic capital is the only city in the world that lies on two continents and, as a result, is a melting pot of cultures and traditions.

Bangkok overtook Chang Mai on its leap to the top, rising from 24th place last year. Last to make the top 10 is Mumbai, India’s largest city. When you think of Mumbai—chaotic streets, bustling markets, and the “Gateway of India” might spring to mind. Additionally, Mumbai is the beating heart of Bollywood, one of the largest film industries in the world.
